The nation's Child Support Enforcement (CSE) program is a federal/state/tribal/local partnership to promote family self-sufficiency and child well-being. In most states, approximately half of all child support orders are established and enforced by a federal and state financed child support enforcement entity known as the IV-D program (from Title IV-D of the Social Security Act). About one-third of all children in the United States will receive some assistance from CSE and approximately 58 percent of CSE cases involve never-married parents. The Alabama Department of Child Abuse Prevention (DCAP) -- The Children's Trust Fund (CTF) has a more than 25 year history as the only state agency explicitly focused on educating our communities about child abuse and neglect and providing prevention programs. DCAP is focused on supporting family-strengthening community programs andinvesting upfront in efforts to enhance the chance that children in our state grow up in a nurturing and supportive home. This conference was to educate, inform, and assist stakeholders from across Alabama about ACF's priority initiatives, to aggressively incorporate the initiatives throughout ACF programs and communities to strengthen families. The focus was on the importance of partnering faith- and community based programs with ACF at the State and local levels to bring fatherhood, healthy marriages, and youth development to strengthen families and to improve the quality of life for children, mothers, fathers, and communities. On May 16, 2002, the House of Representatives passed H.R. 4737, the Personal Responsibility, Work, and Family Promotion Act of 2002, which, among other things, amends the Temporary Assistance for Needy Families (TANF) program to encourage states to make more efforts to promote marriage and, to a lesser extent, responsible fatherhood. The bill also earmarks substantial funds -- $1.6 billion -- focused almost exclusively for the promotion and support of marriage.
