Recruiting and retaining participants are common challenges for programs serving low-income fathers. In this brief, we summarize several promising practices from the Strengthening Families Evidence Review (SFER) on recruitment and retention. Thirteen years have passed since the last comprehensive review of the fatherhood field, Map and Track: State Initiatives to Encourage Responsible Fatherhood (Bernard & Knitzer, 1999). In the interim, two recessions, funding cuts, and tight fiscal conditions have made it extremely unlikely that states would fund fatherhood initiatives without federal subsidies. In June 2012, the Family Strategic Partnership convened a group of leading fathers' organisations and academics to highlight the needs and experiences of young fathers aged 16 to 24 in England, and the joint role of statutory and voluntary services in supporting them. This report illustrates six young fathers' journeys through service provision, based on the experiences of the young men that the steering group organisations work with. In 2006, New York instituted a noncustodial parent earned income tax credit (NCP EITC) to encourage low-income noncustodial parents to work and pay child support. This study examines the credit's impacts through 2009. We use a regression discontinuity approach exploiting a drop in NCP EITC eligibility when taxpayers' youngest children turn 18, and find the NCP EITC increased the proportion of noncustodial parents paying their child support in full by approximately 1 percentage point.
