The Alabama Department of Child Abuse Prevention (DCAP) -- The Children's Trust Fund (CTF) has a more than 25 year history as the only state agency explicitly focused on educating our communities about child abuse and neglect and providing prevention programs. DCAP is focused on supporting family-strengthening community programs andinvesting upfront in efforts to enhance the chance that children in our state grow up in a nurturing and supportive home. On May 16, 2002, the House of Representatives passed H.R. 4737, the Personal Responsibility, Work, and Family Promotion Act of 2002, which, among other things, amends the Temporary Assistance for Needy Families (TANF) program to encourage states to make more efforts to promote marriage and, to a lesser extent, responsible fatherhood. The Responsible Fatherhood, Healthy Marriage and Family Strengthening Grants for Incarcerated and Reentering Fathers and Their Partners (MFS-IP) initiative was established in 2006 by the federal Office of Family Assistance (OFA), and required grantees serve fathers who were either incarcerated or recently released, as well as their spouses or committed partners. This analysis uses nationally representative data on cohabiting couples with children from the 2002 round of the National Survey of America's Families (NSAF) to assess the actual marriage penalties or bonuses facing these couples.
