As with past editions, it includes abstracts of the most recent studies, published since the last edition, and helpful tables that organize the data on rates of father absence. The U.S. PIAAC Survey of Incarcerated Adults was designed to provide policymakers, administrators, educators, and researchers with information to improve educational and training opportunities for incarcerated adults and foster skills they need in order to return to, and work successfully in, society upon release from prison. This report presents interim impact and implementation findings of seven transitional jobs programs from the U.S. Department of Labor’s Enhanced Transitional Jobs Demonstration. Two of the sites in that study — in Atlanta and San Francisco — are also a part of ACF’s Subsidized and Transitional Employment Demonstration. Securing stable, quality employment is one of the most robust predictors of desistance from offending. Yet, obtaining gainful employment is difficult for ex-offenders due to the stigma of a criminal record. In recognition of employment-related barriers to re-entry, some state legislatures have created certificates of recovery/relief, which lift occupational licensing restrictions, limit employer liability for negligent hiring claims, and aim to ensure employment decisions about certificate-holders are made on a case-by-case basis.
