This report presents findings from a study of the Children’s Institute, Inc. (CII), a multiservice organization in Los Angeles that combines a broad range of clinical and nonclinical services to meet the needs of children and families who have been affected by trauma. The job market can be brutal for formerly incarcerated adults, as well as their children and families, as they contend with instability and stress while struggling to secure employment. This report covers the challenging terrains of incarceration, reentry and work. It draws on expert interviews, dozens of resources and two decades of strategic investments by the Annie E. Casey Foundation. Readers will learn what employment barriers people commonly face after exiting prison or jail and how to help these individuals pursue — and maintain — family supporting jobs. This newsletter highlights four interrelated investments made by the Annie E. Casey Foundation to support community-based solutions to strengthen families and neighborhoods. The investments include: tapping the strengths of faith-based organizations; removing stumbling blocks to opportunity for people returning from incarceration and their families; providing a foundation for healthy relationships and marriages; and supporting strong and responsible fatherhood. This paper introduces the major themes associated with young disadvantaged men, including low educational achievement, joblessness, out-of-wedlock childbearing, and incarceration. By age 30, between 68 percent and 75 percent of young men with a high school degree or less are fathers (NLSY). Family Expectations (FE) is a program in Oklahoma City designed to strengthen the relationships of low-income couples who are expecting a baby or have just had a baby. For all families, this period is typically full of promise but also vulnerability. Noncustodial fathers have an essential role to play--both financially and emotionally--in the lives of their children. However, of the 11 million noncustodial fathers in the US, two thirds do not pay any formal child support. This action plan reviews both federal and state barriers to identifying and serving children of incarcerated parents, and offers policy recommendations for the U.S. Congress and the Administration.
