Fatherhood Summit Session
Research has shown that fathers returning to their families and communities after incarceration often face multiple challenges, including lack of housing or employment, large child support debt, and complicated family relationships. This discussion will explore a variety of ways in which fatherhood programming can help returning fathers and their families overcome these challenges.

In response to dramatic increases in imprisonment, a burgeoning literature considers the consequences of incarceration for family life, almost always documenting negative consequences. But the effects of incarceration may be more complicated and nuanced and, in this paper, we consider the countervailing consequences of paternal incarceration for a host of family relationships, including fathers' parenting, mothers' parenting, and the relationship between parents. The Department of Health and Human Services Peer Technical Assistance Network sponsored a roundtable discussion to share ideas about programs to strengthen families who are separated by parental incarceration. Government officials, service providers, and practitioners from Tennessee, Florida, Kansas, Missouri, and Oklahoma reviewed trends in incarceration and discussed solutions to common challenges. The Welfare Peer Technical Assistance Network held a roundtable in November 2003 to discuss best practices for strengthening families separated by parental incarceration. Participants reviewed national trends and examined the components of state initiatives designed to reduce recidivism and alleviate the negative impact of parental incarceration on children.
