“Ban-the-Box” (BTB) policies restrict employers from asking about applicants’ criminal histories on job applications and are often presented as a means of reducing unemployment among black men, who disproportionately have criminal records. However, withholding information about criminal records could risk encouraging racial discrimination: employers may make assumptions about criminality based on the applicant's race. Paycheck Plus offers workers without dependent children an enhanced Earned Income Tax Credit (EITC) worth up to $2,000 per year for three years (four times the current EITC for singles). Work activity among prime-age (25 to 54) men in America has declined precipitously, leaving seven million or more working-age men in the US outside the labor force. The causes are widespread and include a lack of postsecondary education, dependence on benefit programs, opioid dependency, the rising prevalence of criminal records, a lack of available jobs in economically distressed areas, and weakening cultural norms. While the 2016 election brought to light the bleak employment picture for men in rural America, an analysis of Census data reveals similar numbers of out-of-work men in many major cities.
This report presents interim impact and implementation findings of seven transitional jobs programs from the U.S. Department of Labor’s Enhanced Transitional Jobs Demonstration. Two of the sites in that study — in Atlanta and San Francisco — are also a part of ACF’s Subsidized and Transitional Employment Demonstration. Child Support programs and courts across the country are connecting noncustodial parents to job services as an alternative to jail, which has achieved promising results. Job services are effectively helping parents find work, stay employed, pay child support, and avoid crime - at relatively little cost. This comparative infographic, "Jobs Not Jail", contrasts the impactful cost and benefit differences between the two.
