The STEP Forward program attempted to address issues facing low-income job seekers by offering them opportunities to interview for jobs with private sector employers at weekly job fairs, and by offering employers temporary wage subsidies to encourage them to try out job seekers whom they might not otherwise hire, with the goal of ultimately hiring these workers into permanent unsubsidized employment. New York state implemented a pilot employment program from 2006 to 2009 for parents behind in their child support. These pilot programs, part of the Strengthening Families Through Stronger Fathers Initiative, provided employment-oriented services, fatherhood/parenting workshops, case management, and other support services to nearly 4,000 parents behind in their child support in four New York communities. Jobs Plus promotes employment among public housing residents through employment services, rent rule changes that provide incentives to work, and community support for work. Within the first 18 months, all nine public housing agencies in this evaluation had begun structuring their programs, building partnerships, and implementing the model’s core components. The evaluation of the Community-Centered Responsible Fatherhood Ex-Prisoner Reentry Pilot Projects (“Fatherhood Reentry”) documented the implementation of six programs designed to help stabilize fathers and their families, help move fathers toward economic self-sufficiency, and reduce recidivism.
