In fiscal year (FY) 2011, the Children's Bureau of the Administration for Children and Families within the U.S. Department of Health and Human Services (HHS) funded a group of demonstration grants to test the effectiveness of Family Group Decision-Making (FGDM) and how to best implement it. These projects used FGDM meetings and other teaming approaches as a means of family engagement and capacity building to strengthen protective factors and reduce risk factors for child maltreatment. Nearly half of children born to poor parents remained poor half their childhoods. Black children are especially disadvantaged: two-thirds of poor black newborns are persistently poor. Children who are poor early in life (age 0-2) are 30 percent less likely to complete high school than those first poor later in childhood, even after controlling for poverty duration and other factors. Reaching vulnerable children at birth is vital, as a childs early environment can affect brain development. This factsheet summarizes the report Child Poverty and Its Lasting Consequence". New families, in particular new fathers, face a world that can be very exciting but also very daunting. Most of the teachers in the early-childhood classrooms are women. Many of the parent education teachers are women. One way to help fathers feel at ease within these classrooms is to identify male teachers or volunteers who can helprecruit and welcome men into the group. The purpose of the evaluation was to answer the question: What is the impact of an indirect intervention program revolving around issues of father/male involvement in early childhood programs designed to provide support services for staff members on the proportion of "parent involvement contacts" and activities that include fathers/men? (McBride, Rane, and Bae, 2000, p. 79). This program evaluation design included a comparison pre-kindergarten program with a post-test, surveys, and attitudinal instruments. (Author abstract)
