This paper introduces the major themes associated with young disadvantaged men, including low educational achievement, joblessness, out-of-wedlock childbearing, and incarceration. By age 30, between 68 percent and 75 percent of young men with a high school degree or less are fathers (NLSY). Half of them are married when their first child is born and far fewer continue their education post-high school. Family Expectations (FE) is a program in Oklahoma City designed to strengthen the relationships of low-income couples who are expecting a baby or have just had a baby. For all families, this period is typically full of promise but also vulnerability. FE is one of eight sites that are participating in a large national evaluation of Building Strong Families (BSF), a federally funded program for unmarried parents. The Alabama Department of Child Abuse Prevention (DCAP) -- The Children's Trust Fund (CTF) has a more than 25 year history as the only state agency explicitly focused on educating our communities about child abuse and neglect and providing prevention programs. DCAP is focused on supporting family-strengthening community programs andinvesting upfront in efforts to enhance the chance that children in our state grow up in a nurturing and supportive home. Two commentaries from the report, Military and Veteran Families and Children: Policies and Programs for Health Maintenance and Positive Development, deepen the discussion about how best to support military and veteran children and families. In our discussion, we review and synthesize research evidence on five identified domains of instability that have been well established in the literature: family income, parental employment, family structure, housing, and the out-of-home contexts of school and child care. In our review of the evidence, we also discuss some of the key pathways through which instability may affect development. Specifically, research points to the underlying role of parenting, parental mental health, and the home environment in providing the stability and support young children need for positive development. This conference was to educate, inform, and assist stakeholders from across Alabama about ACF's priority initiatives, to aggressively incorporate the initiatives throughout ACF programs and communities to strengthen families. The increase in the number of children being born to unmarried parents present a number of social policy issues for strengthening the involvement of unwed fathers with their children. In 1991, P/PV designed the Young Unwed Fathers Pilot Project to see if young, economically disadvantaged fathers would enter a program that provided job training, education, counseling and parenting services for up to 18 months, and if participation would lead to an increased capacity to support their children, both financially and developmentally.
