In fiscal year 2018, noncustodial parents were obligated to pay nearly $33.6 billion in current child support on behalf of the 15 million children served by the Title IV-D child support program. One-third of that, or $11 billion, was not collected. Unemployment is the leading reason for non-payment of child support by noncustodial parents. This brief will explore the opportunities at the state and federal levels to provide employment services to noncustodial parents and increase child support payments in the process.
Work requirements for key safety net programs are currently being discussed across the country. It is important that this debate be based on an understanding of what recipients need to meet those requirements and to successfully place themselves on a path toward self-sufficiency. Among those potentially subject to work requirements are low-income parents with limited education and low skills who need education and training to find and keep stable jobs. The vast majority of individuals who are in U.S. jails and prisons will eventually return to the community. Criminal justice policymakers and practitioners everywhere have made it a priority to ensure these individuals, returning in large numbers each year, do not commit new crimes following their release. This chapter addresses the reentry challenges faced by low-skilled men released from U.S. prisons. I empirically characterize the increases in incarceration occurring since 1970 and assess the degree to which these changes result from changes in policy as opposed to changes in criminal behavior. I discuss what is known about the children of inmates and the likelihood that a child in the United States has an incarcerated parent. This report details the experiences of six two-generation intervention projects in New York City supported by grants from the Foundation for Child Development. The two-generation projects help low-income families gain access to employment-related services for parents, and developmental services such as quality child care and health care for children. Although programs varied, all included voluntary services, used counseling, and had a moderate level of openness to parent input and decision making.
