In fiscal year 2018, noncustodial parents were obligated to pay nearly $33.6 billion in current child support on behalf of the 15 million children served by the Title IV-D child support program. One-third of that, or $11 billion, was not collected. Unemployment is the leading reason for non-payment of child support by noncustodial parents. This brief will explore the opportunities at the state and federal levels to provide employment services to noncustodial parents and increase child support payments in the process.
This guide, by showcasing programs that are evidence based, informed, and promising, encourages child welfare administrators, policymakers, and researchers to invest in building the evidence base for interventions to meet the needs of their expectant and parenting youth (EPY) in foster care. Journal Article The aim of the Baby Elmo Program is to establish a low-cost, sustainable parenting and structured visitation program for non-custodial incarcerated teen parents. The program is taught and supervised by probation staff in juvenile detention facilities and unlike traditional programs, this intervention is not based on increasing the teen's abstract parenting knowledge, but rather in building a relationship between the teen and his child. This paper reviews evidence on the effectiveness of parenting interventions for male young offenders. We conducted systematic searches across 20 databases and consulted experts.
