In 2006, New York became the first state in the country to enact legislation that consists of two innovative policies that are designed to help low-income noncustodial parents (mostly fathers) find work and pay the full amount of their current child support called the Strengthening Families Through Stronger Fathers Initiative. The effectiveness of fatherhood programs working with low-income and mostly noncustodial fathers are reviewed in this chapter, including results from the Children First program, eight federally funded demonstration projects designed to increase noncustodial parents access to their children, and the Parents Fair Share program. This report provides a State-by-State profile of the different initiatives.
