The purpose of this information memorandum (IM) is to strongly encourage all human service agencies including child welfare agencies, courts, offices of child support enforcement, offices of public assistance, offices of child care, Head Start programs and family and youth services programs to work together across governments to jointly create and maintain an environment that prioritizes father engagement as a critical factor in strengthening families and adopt approaches to enhance paternal involvement in all family support and child welfare related programs. Noncustodial fathers have an essential role to play--both financially and emotionally--in the lives of their children. However, of the 11 million noncustodial fathers in the US, two thirds do not pay any formal child support. This action plan reviews both federal and state barriers to identifying and serving children of incarcerated parents, and offers policy recommendations for the U.S. Congress and the Administration. There are a number of reasons why we might expect that family structure would be affected by Wisconsin's experimental child support policy that allowed all support paid by nonresident fathers of children on welfare to be passed through to the mother and fully disregarded in calculating cash assistance. Over the past several decades, increasing numbers of U.S. children have been growing up fatherless. Recent research indicates several obstacles that stand in the way of these fathers providing a supportive and nurturing environment for their children. This document reports on the findings of focus groups of low-income fathers in Austin, Columbus, Minneapolis, and Philadelphia where some of these obstacles were identified. (Author abstract)
In this brief we examine the relationship between increased child support enforcement and frequency of visitation between children and their nonresident fathers. Children who live apart from their fathers are at a greater risk of living in poverty, having low academic achievement, and exhibiting behavioral problems. Frequent contact between children and their nonresident fathers can protect children from some of the negative consequences of parental separation.
