The Building Strong Families evaluation is a multisite, random-assignment evaluation of a relationship skills education program for unmarried parents. From Mathematica Policy Research, this report evaluates the impact of a partnership between the Building Strong Families program and the Child Support Division of the Texas Office of the Attorney General. Researchers evaluate the partnership in terms of child support outcomes, including paternity establishment, child support orders, and child support payments.
The nation's Child Support Enforcement (CSE) program is a federal/state/tribal/local partnership to promote family self-sufficiency and child well-being. In most states, approximately half of all child support orders are established and enforced by a federal and state financed child support enforcement entity known as the IV-D program (from Title IV-D of the Social Security Act). As described in earlier articles, children whose parents have higher income and education levels are more likely to grow up in stable two-parent households than their economically disadvantaged counterparts. Journal Article We used the National Longitudinal Survey of Youth 1979 cohort (NLSY79) from 1979 to 2002 and the Children of the National Longitudinal Survey of Youth (CNLSY) from 1986 to 2002 to describe the number, shape, and population frequencies of U.S. nonresident father contact trajectories over a 14-year period using growth mixture models. In this brief we examine the relationship between increased child support enforcement and frequency of visitation between children and their nonresident fathers. Children who live apart from their fathers are at a greater risk of living in poverty, having low academic achievement, and exhibiting behavioral problems. Journal Article We employed meta-analytic methods to pool information from 63 studies dealing with nonresident fathers and children's well-being. Fathers' payment of child support was positively associated with measures of children's well-being. The frequency of contact with nonresident fathers was not related to child outcomes in general. Two additional dimensions of the father-child relationship--feelings of closeness and authoritative parenting--were positively associated with children's academic success and negatively associated with children's externalizing and internalizing problems. This brief uses the 1997 National Survey of America's Families (NSAF) to examine the characteristics of poor nonresident fathers who do not pay child support. We find that these fathers face similar labor market barriers to those faced by the poor mothers, but the fathers have far fewer opportunities to increase their chances of labor market success. We conclude with suggestions about ways to help redress the balance of opportunity.

According to the 1997 National Survey of America's Families, 2.6 million nonresident fathers have family incomes below the poverty line and most of them face multiple employment barriers, including a criminal record, lack of a high school education, relatively little recent work experience, and poor health.
